Delegation Poker

7 levels of delegation to clarify decision authority transparently. Not a binary 'you decide or I decide' — but a spectrum.

What is Delegation Poker?

Delegation Poker is a card game from Management 3.0 by Jurgen Appelo. It resolves the biggest misunderstanding in organizations: that delegation is binary — either the boss decides or the team. In reality, there are 7 levels in between.

Here's how it works: for a concrete scenario, everyone involved secretly picks a level (1–7). Then all the cards are revealed at the same time. The differences in perception make it immediately visible where clarification is needed.

The 7 delegation levels

1
Tell

The manager decides and informs the team.

2
Sell

The manager decides and convinces the team that the decision is right.

3
Consult

The manager gathers input but makes the decision themselves.

4
Agree

Manager and team decide together as equals.

5
Advise

The team decides; the manager only gives advice.

6
Inquire

The team decides and informs the manager afterwards.

7
Delegate

The team decides autonomously. The manager does not get involved.

Trivia

  • Delegation Poker was invented by Jurgen Appelo, inspired by Planning Poker from the agile world.
  • Management 3.0 is not a framework but a mindset — Appelo emphasizes that no certification is needed.
  • Appelo has created over 100 management games and practices; Delegation Poker is the best known.
  • The most common mistake: teams think level 7 (Delegate) is always the goal. For some decisions, level 1 is correct.
  • Appelo lives as a digital nomad and has run Management 3.0 workshops on every continent.
